2025 Blackburn Park Master Plan

Mildura Rural City Council is calling on feedback on the 2025 Blackburn Park Ouyen Master Plan Update.

The current Master Plan was developed following a consultant review in 2009, with its aim to guide the planning and development of the reserve over the next 10 years.

The review of the Master Plan commenced in 2024, and aims to:

  • Identify current and future facility needs in consultation with existing user groups and internal stakeholders
  • Ensure agreed developments align with recreation and asset management planning principles
  • Incorporate identified developments into an action plan with priority ratings, indicative costs and potential funding contributors to provide clear direction for Council and user groups for the next five years and beyond

The review has considered the existing Master Plan as well as site conditions and future anticipated needs of the reserve’s user groups.

All user groups have been involved in the process to review and update the Master Plan.

The update identifies 36 priority actions for the Reserve, including several high-priority projects, including:

  • The installation of three new turf wickets
  • The delivery of the Netball Precinct Projects to support female participation
  • The replacement of the netball courts
  • The inclusion of a multi-use court to support increased participation
  • The planning and construction of female changerooms and facilities
  • The addition of opportunities for non-organised and social physical activity as well as environmental components and perimeter trails to provide additional recreation opportunities and provide natural shade.

The implementation of the Master Plan will be reliant on funding, in-kind support and further scoping work.
