Project Background:
As part of Council’s broader aim to provide improved community assets we have looked at the opportunity to upgrade bus shelters, which are a commonly used piece of public infrastructure.
We conducted a tender process to look at the viability of upgrading bus shelters on Mildura’s major roads, which would be leased to an external contractor to manage and maintain.
This process revealed an opportunity to upgrade at least 10 bus shelters along Deakin Avenue and install four wayfinding digital advertising panels, at no cost to Mildura Rural City Council, as part of a 15-year leasing arrangement.
As part of this arrangement, the approved lessee would have the opportunity to sell space on the bus shelters for advertising, which would attract an annual fixed fee per bus shelter to be paid to Council.
Key components of this proposal include:
- All new advertising infrastructure would be at no cost to Council
- All proposed bus shelter locations would bee approved by Council
- The approved lease-holder would be responsible for complying with planning requirements and relevant Council policies
- The approved lease-holder would implement a comprehensive proactive and reactive maintenance program
- Local contractors are to be used for the installation and maintenance program to support local job creation
- A minimum 15-year lease period.
This is seen as an effective, financially viable opportunity to upgrade some of our region’s most regularly used bus shelters, resulting in a higher standard of community facilities for our residents.
