Leigh Neylon is recognised for his pivotal role in the establishment of Red Cliffs and the success of one of Victoria’s most important irrigation settlements.

Charles Michael Beaumont (Leigh) Neylon (1890–1980) was an engineer with the State Rivers and Water Supply Commission (SR&WSC) who served as Engineer in Charge at Red Cliffs from 1921 to 1923, during the critical formative years of the settlement. In this role, he was responsible for the planning and layout of the Red Cliffs township, as well as the design and construction of the pumping stations, irrigation channels and drainage systems that made the area viable for agriculture and settlement.

Leigh Neylon oversaw a workforce of more than 1,000 workers, managing land clearing, subdivision and excavation work, and supervising the first irrigations. He lived in the first residence in the Red Cliffs township and was present at major milestones, including the official start up of the pumps in 1921, for which he was publicly thanked.

Importantly, Neylon did more than provide technical leadership. He became a strong advocate for the settlers, acting as both a representative of the Water Commission and a spokesperson for the community. During the early 'tent town' period, when shops and services were limited, he helped organise cooperative purchasing of food and household supplies, easing daily hardship for new families.

He actively supported the formation of key community organisations, including the Red Cliffs Fruit Growers Association, and played a leading role in establishing a lending library in 1921, helping build community life from the earliest days. He also ensured that natural areas were preserved as reserves, showing foresight in balancing development with environmental protection.

Later in his career, Neylon continued to serve the region as a journalist with the Sunraysia Daily and as Shire Surveyor for Mildura Shire Council, contributing to infrastructure planning such as the introduction of sewerage to Red Cliffs.

Naming Neylon Lane recognises an individual whose engineering expertise, leadership and commitment were fundamental to the establishment of Red Cliffs and to the foundations of its agricultural and community success.

The name honours not only his professional contributions, but also his dedication to the wellbeing and development of the early settlement and its residents.

Neylon Lane is located behind the site of the first SR&WSC engineers’ residence, where Mr Neylon lived, providing a direct and meaningful connection to his role in the town’s early development.

William Cattanach is recognised for his critical leadership role in the planning, establishment and long-term success of the Red Cliffs irrigation settlement and other soldier settlements across Victoria.

William Cattanach (1863–1932) was Chairman of the State Rivers and Water Supply Commission (SR&WSC) from 1915 until his death. In this role, he had overall responsibility for the development of Victoria’s irrigation systems, the expansion of water storage, and the administration of closer settlement and post–World War I soldier settlement schemes.

Cattanach was closely involved in the planning and implementation of the Red Cliffs settlement, one of the State’s most significant soldier settlement projects. He addressed returned soldiers in Mildura in 1920 to explain how the settlement would operate, what was expected of settlers, and the likely timeframes. He made himself available for ongoing consultation and attended key milestones, including the official starting of the Red Cliffs pumps in November 1921.

As chairman, Cattanach had to deal with complex and often difficult issues of land allocation, finance and infrastructure. He strongly supported cooperative enterprise and played a leading role in securing government backing for cooperative packing sheds and canneries, including at Red Cliffs. In 1924, he negotiated Commission finance that enabled settlers to purchase shares in the Red Cliffs Cooperative, resulting in more than 95% of growers becoming shareholders. This support was crucial to the success and stability of the local dried fruits industry.

Cattanach also supported broader community development. He approved the granting of land for the Red Cliffs Women’s Club and baby health centre in 1924 and later officially opened the new clubrooms in 1926. He maintained regular contact with local organisations, including the RSL, and continued to engage with Red Cliffs settlers on industry and welfare issues throughout the 1920s.

Under Cattanach’s leadership, Victoria’s irrigated areas increased by around 50%, major reservoirs were constructed or expanded, and thousands of returned soldiers were established on irrigated blocks, particularly in the Sunraysia district. Although known as a demanding administrator, he was widely respected for his tireless commitment and lived to see Red Cliffs become a thriving settlement.

Naming a road Cattanach Lane recognises William Cattanach’s enduring influence on the creation, stability and prosperity of Red Cliffs. It acknowledges his leadership in irrigation development, soldier settlement and cooperative industry, and his lasting contribution to the foundations of the community as it exists today.

The Hammet family, and in particular Flora Hammet and Frederick William Paley Hammet, are recognised for their outstanding and long-lasting contribution to the social, civic and community life of Red Cliffs from its earliest years.

Flora Hammet (1883–1952)

Flora Hammet was one of the most influential women in the early development of Red Cliffs and a tireless community leader. She arrived in the district before blocks were even cleared and remained actively involved for decades. She was the founder, first president and a life member of the Red Cliffs Women’s Club, serving as president on eight occasions and playing a major role in the construction of the clubrooms.

Flora’s leadership extended well beyond the Women’s Club. She was deeply involved in charitable and social organisations, including the Blind Auxiliary (which she described as her “pet charitable work”), the Red Cliffs Girl Guides Association, the Red Cross, and the RSL Women’s Auxiliary. She supported the establishment of the Baby Health Centre, was active in fundraising for the Barclay Square Cenotaph, and contributed significantly to the local war effort during World War II through volunteer work, recruitment activities and support for families of servicemen.

Her contribution was widely recognised during her lifetime. In 1951, representatives of numerous women’s and community organisations gathered to honour her service, describing her as one of Red Cliffs’ most prominent citizens. She died in 1952, remembered as a pioneer, organiser and advocate whose work helped shape the social foundations of the town.

Frederick William Paley Hammet (1886–1946)

Frederick Hammet was a returned soldier of World War I and among the early settlers at Red Cliffs, taking up Block 363. As the settlement developed, he became a leading figure in its economic and civic life. He was a founding member and third president of the Red Cliffs RSL, president of the Red Cliffs Golf Club, a Justice of the Peace, and an active participant in many local organisations.

Frederick made a particularly significant contribution to Red Cliffs’ agricultural success. He served as a director and chairman of the Red Cliffs Cooperative Packing Company for 19 years, helping guide one of the settlement’s most important industries. He also designed and planned key local buildings, including the Cooperative Packing Company premises and the Red Cliffs medical clinic, working closely with doctors to meet community needs.

His death in 1946 prompted one of the largest funerals seen in Red Cliffs, attended by returned soldiers, community leaders and representatives from numerous organisations, reflecting the esteem in which he was held.

Enduring family contribution

Other members of the Hammet family also played active roles in Red Cliffs and Sunraysia life, contributing to sport, agriculture, public service and volunteer organisations. Collectively, the Hammet family helped shape the community spirit, social institutions and infrastructure of Red Cliffs during its formative decades.

Naming Hammet Lane honours the Hammet family’s exceptional service to Red Cliffs. It recognises the combined legacy of community leadership, volunteerism, returned military service and civic development, and acknowledges the vital role played by women as well as men in building the town. The name reflects a family whose contributions were foundational and whose influence is still felt in Red Cliffs today. The lane is behind where the Women’s Club was established by Flora Hammet.

Chandler Lane honours the exceptional contribution of the Chandler family — Les, Ivy and Mary Chandler — to Red Cliffs, Cardross and the wider Sunraysia region, particularly in the fields of environmental conservation, natural history, cultural life and community service.

Lesley Gordon Chandler (1888–1980)

Les Chandler was one of Australia’s most significant early naturalists and conservationists and a pioneer of Australian ornithology. Trained as a jeweller in Melbourne, he applied his precision skills to science, becoming one of Australia’s earliest bird photographers and a participant in Australia’s first bird banding scheme in 1912. He personally designed bird bands that would not injure birds, combining craftsmanship with scientific care.

Chandler served in World War I with the 15th Field Ambulance as a stretcher bearer, serving for two years in Egypt and France. He was gassed during service, an injury that affected his health for the rest of his life.

After the war, Chandler became an original settler in the Sunraysia district, farming at Block 406, Cardross. In later life he retired to the residence at 46 Jamieson Avenue, on the corner of Guava Street, with the lane running behind this property closely associated with his home and daily life.

Chandler was a founding and life member of the Sunraysia Field Naturalists Club and a major advocate for conservation in the region. He played a central role in the campaign for the Hattah–Kulkyne area to be declared a National Park, which was achieved in 1960. His national standing was recognised in 1961, when he was made a Life Member of the Royal Australian Ornithological Union.

A prolific communicator, Chandler published more than 100 articles in newspapers and magazines, often illustrated with his own photographs. His glass plate photographic negatives are now recognised as nationally significant, his work was exhibited internationally, and he received awards including the Kodak Medallion. He also wrote two children’s books, carved wood, and remained actively engaged in education and conservation until late in life. He died aged 92 and is buried in Mildura.

Ivy Chandler (1898–1989)

Ivy Chandler, who married Les in 1931, was a strong but often quiet supporter of both her husband’s work and her daughter’s later achievements. She was actively involved in community life, serving as a Guide Leader at Cardross, and contributed to the values of service, care and leadership that shaped the Chandler family’s legacy. Ivy is buried alongside her husband.

Mary Julie Chandler OAM (1935–2020)

Mary Chandler lived as an adult at the Jamieson Avenue home associated with Chandler Lane and became a widely respected historian, author, poet and environmental campaigner. She was deeply involved in arts, historical, charitable and environmental organisations across Sunraysia, including the Sunraysia Field Naturalists, Cardross Progress Association, Red Cliffs Market, Red Cliffs Historical Steam Railway, Red Cliffs Players, Red Cliffs Musical Society and the Sunraysia Fellowship of Australian Writers.

Mary played a prominent role in the successful community campaign to prevent a toxic waste facility at Nowingi, protecting the region’s environment and community wellbeing. She authored numerous books on Cardross, Red Cliffs and regional history and was named Red Cliffs Citizen of the Year in 2012. In 2021, she was posthumously awarded the Medal of the Order of Australia (OAM) for her service to the community.

Naming Chandler Lane recognises a family whose contribution spans settlement history, wartime service, environmental conservation, scientific achievement, cultural leadership and community advocacy. The lane’s location behind the Chandler residence at Guava Street and Jamieson Avenue provides a strong and meaningful physical connection to the family.

The name honours Les Chandler’s nationally significant conservation and ornithological work, Ivy Chandler’s quiet community leadership, and Mary Chandler’s lasting influence as a historian and environmental advocate. Together, they represent over a century of commitment to the natural and community life of Red Cliffs and Sunraysia, making Chandler Lane an enduring and fitting place name.

Stubbings Lane honours Sister Ellen 'Nell' Stubbings, a pioneering nurse and hospital proprietor whose dedication provided essential medical care to the Red Cliffs community during its earliest and most vulnerable decades.

In 1925, Sister Stubbings purchased the Hollywood Cottage Hospital in Heath Street, Red Cliffs, at a time when local medical facilities were limited and distances to larger hospitals were significant. She owned, managed and operated the hospital until mid-1930, ensuring that residents of the growing settlement had access to skilled nursing care, maternity services and emergency treatment close to home.

Recognising the ongoing needs of the community, Sister Stubbings went on to establish the first Tasma Hospital, which opened in 1931. As Red Cliffs continued to expand, she further strengthened local health services by overseeing the construction of a second, purpose built Tasma Hospital in 1935. She managed and operated these hospitals personally, maintaining high standards of care while responding to the medical demands of a rapidly developing district.

Under Sister Stubbings’ supervision, Hollywood Cottage Hospital and the Tasma Hospitals provided continuous and reliable medical care to Red Cliffs for nearly 25 years, from the 1920s through to 1949. In that year, the Tasma Hospital was sold and came under the administration of the Mildura Base Hospital, marking a transition from private to larger institutional health management but building directly on the foundations she had established.

Naming Stubbings Lane recognises Sister Nell Stubbings’ exceptional contribution to public health and community wellbeing. Her leadership ensured that families, workers and children in Red Cliffs had access to medical care from the settlement’s early years, when such services were critical to survival and growth. The name acknowledges her long-term commitment, professional service and the lasting impact of her work on the health and security of the Red Cliffs community.

Clarence Leslie 'Clarrie' Lang is recognised for his outstanding contribution to the social, spiritual, environmental and civic life of Red Cliffs and the wider Sunraysia district during the post war period.

Clarrie Lang (1889–1971) came to Red Cliffs in 1949 as minister of the Church of Christ, serving the congregation on Guava Street and living in the manse on Kiewa Avenue with his second wife, Edna. At the time of his arrival, he was a 60-year-old grandfather with decades of experience in ministry across both city and rural Victoria. During his 10 years in Red Cliffs, the church congregation grew and a church hall was built to support Sunday School and community use.

Lang was widely respected as a speaker, educator and communicator. He was frequently invited to address local organisations and churches, often using illustrated 'magic lantern' slide presentations. He occasionally participated in Radio 3MA’s Radio Sunday School and regularly spoke at inter denominational services and children’s programs. Beyond formal church life, he played a prominent role in community celebrations, including leading and compering the Christmas Eve Community Carols in Barclay Square in the early 1950s.

A lifelong naturalist, Lang made a particularly important contribution to environmental awareness and conservation in Sunraysia. Soon after arriving in Red Cliffs, he helped establish the Sunraysia Field Naturalists and became its first president. Under his leadership, the group actively supported conservation initiatives that contributed to the declaration of Hattah–Kulkyne National Park in 1960. While living in Red Cliffs, Lang developed extensive knowledge of Mallee flora and fauna, especially birds, and shared this knowledge through talks, excursions and photography.

Lang also demonstrated a deep respect for Aboriginal people, culture and environmental knowledge. He had been involved in church work with Aboriginal communities prior to coming to Sunraysia and continued this commitment after retirement through activities at Dareton. He supported the placement of a headstone on the grave of Mary Woorlong and, as president of the Sunraysia Field Naturalists, formally requested that Woorlong Road be named in her honour, recognising the enduring connection of Aboriginal people to the land.

In 1951, Lang was a founding member of the Rotary Club of Red Cliffs, serving as president in 1954. During his time with Rotary, the club supported community events, fundraising activities such as bonfire nights, and the introduction of student scholarships in local schools. He was also deeply involved in youth work, directing large youth camps of up to 100 participants across the district and at Halls Gap, mentoring young people well into later life.

After retiring from ministry in 1959, Clarrie and Edna remained in Red Cliffs, moving into a home built at 97 Indi Avenue with the support of the Church congregation. Following Edna’s death in 1961, Clarrie later remarried and eventually moved to Melbourne, where he died in 1971, aged 82.

Naming Lang Lane recognises Clarrie Lang’s exceptional service to the Red Cliffs community as a faith leader, educator, environmental advocate and community builder.

The name honours a man whose influence extended well beyond his church role. His commitment helped shape Red Cliffs’ social life, conservation values and strong sense of community during a formative period in the town’s history.

Lang Lane is located alongside the church he pastored and the manse where he lived, providing a meaningful connection between the place and his legacy.

Sandy Duncan is remembered as one of the earliest settlers of Red Cliffs and a key contributor to the establishment of essential services, education and community life during the settlement’s formative years.

Alexander 'Sandy' Duncan emigrated from Scotland to Australia in 1910. In 1915 he married Catherine Hawtin in Kew. Shortly afterwards, Sandy enlisted for service in World War I, serving in Egypt and France, and later at AIF Headquarters in the United Kingdom. During his absence, Catherine returned to Yatpool, where her parents operated the local store. After the war, Sandy reunited with his wife and met his three-year-old son, Jock, for the first time.

Sandy was present at Red Cliffs from its very beginnings and initially worked for the State Rivers and Water Supply Commission, filling several essential roles as the settlement took shape. He acted as the first storeman, postmaster and stationmaster, maintaining vital services until permanent arrangements were put in place. Once these roles were filled, he took up Block 224, becoming one of the district’s early irrigators.

Education was central to the Duncan family’s contribution. Jock attended the first improvised school held in a 'woolshed,' and both Sandy and Catherine were actively involved in the development of schooling at Red Cliffs. Sandy served as President of the School Committee and held that position when the new school buildings were officially opened in 1924. Catherine was on the inaugural committee of Red Cliffs Primary School in 1921.

From 1924, the family operated a dairy known as 'Strathangus,' delivering milk throughout Red Cliffs and contributing to the settlement’s self-sufficiency. Sandy and Catherine raised five children on the block, with their son Hawtin later working alongside them as the family expanded their landholdings.

The Duncan family were active members of the Presbyterian Church, helped establish the first Scout Troop, and participated widely in community life. Their daughter Peg, one of the first children born in the Red Cliffs settlement, lived to the age of 100, representing a living link to the town’s earliest days.

Sandy Duncan died aged 57, and Catherine lived to the age of 96. Naming Duncan Lane recognises a pioneer settler whose wartime service, early administrative work, commitment to education, farming enterprise and community involvement helped lay the foundations of Red Cliffs. It acknowledges the contribution of working families who supported the settlement through its most challenging and formative period. The lane is in close proximity to their original properties obtained in the first allocation.

Marcus Harding is recognised as an early Red Cliffs settler whose military service, pioneering work during the settlement’s formation, and successful horticultural enterprise contributed to the growth and stability of the district.

Before coming to Red Cliffs, Marcus Harding gained practical horticultural experience at Ardmona, Colac and Lismore, skills that later proved valuable in establishing his irrigated block. He enlisted for service in World War I, serving in Egypt, Gallipoli and France, and experienced personal loss when his younger brother, Stanley Harding, was killed in action in 1916 during the Battle of Flers on the Somme.

Harding arrived at Red Cliffs as a single man in January 1920 and was employed with the first survey team, working on the layout of the settlement until surveying was completed in July 1920. He was directly involved in the practical work that enabled blocks and infrastructure to be established. He was also part of the first Red Cliffs football team in 1920, contributing to the early social life of the settlement.

While waiting to be allocated a block, Harding leased land in Mildura, where he grew tomatoes, demonstrating initiative and self-reliance during the uncertain early years of settlement. In 1922, he married Alice Archer in Melbourne, and together they travelled to Red Cliffs on Harding’s Harley Davidson motorcycle, carrying their belongings in the sidecar, to begin life on Block 226, which they named “Flers” in memory of his fallen brother.

Marcus and Alice Harding worked hard to establish their farm and proved highly successful. Known for his 'green fingers,' Marcus began with vegetable crops that quickly found a ready market. Over time, the Harding’s built a productive mixed enterprise including citrus, grapes, vegetables, fresh flowers and poultry, contributing both to local food supply and the developing horticultural economy of Red Cliffs.

They raised two sons, Geoff and Des, on the block, continuing the generational story of settlement and productivity.

Naming Harding Lane acknowledges an early settler who combined military service, pioneering labour and agricultural skill in the formative years of Red Cliffs. It honours both personal sacrifice and hard-won success and recognises the contribution of returned soldiers who helped transform Red Cliffs into a thriving horticultural community. The lane is in close proximity to their original properties obtained in the first allocation.

Reginald Rupert Rowland Skeat was a long-serving civic leader, businessman and community advocate who played a major role in shaping Red Cliffs from the early 1920s through to the post War years.

Born in England and raised in Melbourne, Reg trained as an accountant and moved to Red Cliffs in 1922, joining his boyhood friends in Barker & Park, which became the largest and longest established store in Red Cliffs.

He gave extensive service to local government and public life, including 16 years as a Mildura Shire Councillor (1930–1946) and two terms as Shire President (1934–35, 1940–41). He was also Justice of the Peace and Registrar of Births and Deaths from 1923.

Reg was a prominent political figure, serving as District President of the United Country Party and Victorian President in 1935, during a period of Country Party government.

He strongly advocated for essential town infrastructure, including town water supply, street lighting, street naming and house numbering, housing land release, and improved transport safety. He played key roles in establishing or supporting the Fire Brigade, courthouse campaign, railway crossing near the primary school, unemployment relief during the Depression, and planning for the Red Cliffs Baths and Quandong Park ovals.

Reg also contributed widely to community, sporting and education organisations, including founding President of the Red Cliffs Bowls Club, service to golf and turf clubs, and advocacy for secondary education access, later serving on the Mildura High School Advisory Council.

His wife Lucy Skeat was also highly respected for her extensive community, women’s, Red Cross and wartime support roles.

Reg Skeat died in 1968. His decades of leadership in commerce, local government, infrastructure and community life make the Skeat name highly significant in Red Cliffs history.

James Gordon Marchbank, known as Gordon Marchbank, was a soldier settler, horticultural grower and respected community leader who made a lasting contribution to Red Cliffs.

After serving in the Australian Flying Corps in World War I, Gordon settled in Red Cliffs as a soldier settler, successfully developing Block 255 and later acquiring additional land. He was an original shareholder of the Red Cliffs Cooperative, supporting the district’s agricultural growth.

He served 12 years on the Mildura Shire Council (1927–1939) and was Shire President in 1931–32, working closely with council staff to deliver practical improvements for the town.

Key projects he supported or helped establish included the Red Cliffs Cemetery, Barclay Square park, Quandong Park, local abattoirs and securing a World War I war trophy gun. He was also Vice President of the first Red Cliffs Swimming Club.

Gordon held a range of civic roles including Justice of the Peace, acting coroner, United Country Party member, Mildura High School Councillor, and active Methodist Church member.

During World War Two, he supported the establishment of the RAAF base at Mildura, later advocating for its transition to a University of Melbourne facility, strengthening regional education.

His wife Roselyn Marchbank trained as a home nurse during World War II, and their family reflected strong service values, including a son who survived three and a half years as a prisoner of war.

James Gordon Marchbank died in 1952 aged 64. He and his wife Roselyn are buried in the Red Cliffs Cemetery. His long record of service, leadership, and contribution to Red Cliffs make Marchbank an appropriate and meaningful name for local road infrastructure.

Marchbank and Skeat are closely connected, they worked together on the Shire Council and supported each other as friends in all their involvements and it is fitting that the two lanes are also connected.

Arnie Rich, an early Red Cliffs settler whose military service and strong commitment to community life helped shape the town during its formative years.

Originally from Ballarat, Arnie served in World War I, seeing action at Gallipoli and in France, where he sustained injuries. After the war he married Fay Crothers of Mildura, and the couple settled in Red Cliffs on Block 223.

Arnie played a major role in establishing Diggerland Ltd, the community owned organisation that built the early Red Cliffs Hall and Theatre, completed in 1922. As its secretary, Arnie helped manage the theatre and supported many community and visiting events.

He also contributed widely across local sport, recreation and civic life, serving with the Cricket Club, Football Club, Recreation Ground committee, and the founding committee for the Golf Club. His leadership extended further through the Australian Natives’ Association and the R.A.O.B. reflecting his broad involvement in community groups.

Arnie supported local commerce as well, working for Straw’s Stores, helping organise the 'Come to Red Cliffs' campaign in 1923, and later running his own business in Indi Avenue. His shop began as a tobacconist and grew to include hairdressing, a lending library and a seasonal toy shop, expanding the services available to residents.

Fay Rich was also deeply engaged in community life, supporting the Baby Health Centre, organising social events, playing tennis for the Methodist club, and serving as Captain of the Golf Associates Committee - all while raising the couple’s four children.

The Rich family eventually left Red Cliffs in 1929, later settling in Melbourne, where Arnie continued his service to returned soldiers through the Repatriation Department and as a training officer at Puckapunyal during World War II. Arnie passed away in 1956, while Fay lived to the age of 99.
