Project background
What has happened to date
Mildura Rural City Council called on community to provide feedback to inform the design of the new Mildura Riverfront Adventure Playspace!
The playspace was originally intended to located at Nowingi Place, the 2022 Murray River Flood forced Council to relocate the proposed playspace to Jaycee Park – a prominent and popular feature of our iconic riverfront.
The project aims to deliver a regional level playspace that offers varied play and recreational opportunities for a broad range of ages, abilities and cultural backgrounds.
The new playspace aims to capture the historical, natural and culture significance of the playspace’s new home at Jaycee Park, while ensuring it offers everything locals value.
The final design will be informed by previous work with the community when designing the original playspace for Nowingi Place, while ensuring the concept meets objectives of the Riverfront and Jaycee Park masterplans.
Council has identified budget to go towards this project, with external funds required to deliver the project in full.
Now that consultation has closed, a full Concept and Costings Plan will be developed. Once the design is endorsed by Council, Council will then work to secure the funding required to deliver the Playspace to its full potential. The project may need to be delivered in stages depending on the outcome of external funding.
Update - May 2026
- The draft concept is now presented for comment and for the community to identify their level of support prior to detailed design and seeking additional grant funding opportunities.

FAQ's
FAQ's
The original playspace at Nowingi Place was endorsed and funded by Council prior to the 2022 Murray River flood event. Following this event, Council endorsed a decision to relocate the Adventure Playspace to Jaycee Park due to changes in insurance limitations and potential flood risks.
The new location offers a great opportunity to create a regional playspace that will cater to all ages and abilities, create a major tourism drawcard and ensure it serves generations to come.
Ultimately, we’re aiming to double the play value, and incorporate additional facilities, into the final design. Community input is vital to ensure the final design meets expectations, while also providing Council with a clear direction to secure external funding to deliver the project to its full potential.
Existing toilets were earmarked for removal as part of the Riverfront Masterplan Further Design Report 2021. A large Changing Places Public Toilet has been installed as part of Powerhouse Place project completed in 2024. A new toilet facility has been identified closer to the playspace, with residents able to provide feedback on future toilets at the site as part of this consultation round.
The Riverfront Masterplan Further Design Report 2021 recommends relocating the existing Locomotive K175 train off site. This would increase the usability of the open grass area for events and recreational opportunities. However this will be subject to feedback received during this latest consultations round and required funding.
No. Jaycee Park will remain an active events space following the project’s completion. Sunraysia Farmers and Makers Market organisers will be among the many key stakeholders Council will consult with as part of this process.
The new playspace will be designed to sit above flood levels experienced during the 1956 flood event.
Construction timelines will be dependent on the outcome of external funding applications. Council will begin to seek funding for the project once the final Design and Costing Plan is endorsed in late 2026.
Yes. The current plan is to retain the existing junior playspace installed in 2021. At this stage there is allowance to improve surfacing and integration with surrounding playspace including landscaping and fencing requirements. There is also provision to include an accessible path to provide improved connections to this location.
New tree plantings are expected to be included in the final plan. Existing shelters and shade sails at Jaycee will be retained as part of any works, while additional shelters and shade sails over play equipment are also expected to be included.
Yes. The current scope aims to provide shelter and seating at prominent locations to improve carers and parent supervision. Provision will be made to replace the existing shelter with a large functional barbecue shelter centrally located within the playspace. The existing large shelter beside the carpark will also be retained.
No. The existing carpark will remain unchanged.
Yes. Works to install additional walking paths to improve connectivity and access between Bobby & Me and the Water Play Park, new shade sails in the playground area, a rock-lined sandpit, replacement of equipment to the existing playground and the installation of a 55-metre Pump Track have all been completed at Nowingi Place following the decision to relocate the Adventure Playspace to Jaycee Park.
